Recruitment happens principally through interpersonal contact (even if aided by recorded media), located predominantly in extra-mural events and using Islamic teachings as its medium.

A prevention strategy can effectively concentrate its attention on these three areas:

- Increasing awareness and improving skills in social contacts
- Encouraging good management of extra-curricular events on campus
- Supporting a reliable and sound understanding of Islamic teachings

Because destructive influences will often happen through interpersonal contact, often ‘below the radar’ of university administration, strengthening the resilience of members of the university community and offering support are vital.

Building trust is extremely important: key academic leaders should form good relationships with student body.

Cultivating relationships with key figures in the Muslim community off campus who can provide expert assessment or reassurance as appropriate is also extremely supportive.

Increasing the capability, confidence, resistance and resilience of students themselves is critical – skills that will aid them throughout life.

These measures are important both as ‘prevention’ and as a response to problems that arise.

Therefore an effective response in this area of attention is to empower those organising and running events on behalf of their fellow students. Maximal information, skills, and strategy should be given on how to meet the needs of the student body without exposing them to manipulation, exploitation or abuse.
